What’s the best way for people who work full-time to make progress on a business idea?

If a group of people have a great business idea but also work full-time (different companies) and have a hard time devoting time regularly to the new idea, does anyone know from experience creative ways to allocate time and facilitate communications? We currently feel like we’re not getting anywhere and things are dragging out, but we know it’s hard to do 2 jobs at the same time.

    You have to set a few timed meetings per week. Like every M,W,F meet at 7 pm for a few hours.
    If your business plan has any success, then you can quit your other job.
