Would a Non Disclosure Agreement protect me from my partner from running away with my business idea?
I am planning on discussing a business idea with my partner but I am afraid that they might just take the idea and cut me out of the circle. If a NDA will not do this then what type of document should I use?

You should not meet with them at all. If you need a document to protect yourself you are not dealing with good people.

Ignore Tom Bailey, that is the worst possible advice in the world.
An NDA is a precaution. Just like a prenuptial agreement, you are not planning on a divorce, but they happen so you’re protecting your assets amongst other things.
Answer: Use an NDA, regardless of how much you trust your partners.
